Rules of Engagement: Establishing Norms and Deterrence For Offensive-able Entities

Due to the current political climate that has been building up pressure, governments are heavily investing in offensive capabilities which affords them the ability to spy, compromise, and cause damage to civilian utilities. We need to establish a cost to cyber attacks and norms for offensive-able entities to increase protecting in cyberspace.
